Well the mystery is solved. Bleavia tells me that "Porty Lotnicze means Polish Airports. PP is an abbreviation of the Przedsiebiorstwo Panstwowe that means State Enterprise in English." I still think I've seen a big blue Porty Lotnicze at construction sites.
